This Permit is required for accessing EBMUD trails that are open to the public.
The Permit (with Map) is required for both day use and camping/backpacking for each person, ages 12 and over. The permit is valid for one year from the date of purchase.
Outdoor Program classes and day camps must have a permit in order operate in the East Bay Regional Park District. Day camps and Outdoor program are considered “operating” in the Park District when the park is the primary business location (i.e. participants are dropped off and picked up at the park). Additionally, this permit is required for day camps and outdoor programs that meet four (4) or more days per month for at least two (2) months. In most cases, a permit is not required for occasional field trips.
In accordance with the District’s commitment to being a pollinator-friendly park system, the Apiary permit is for individuals who wish to use park district land for beekeeping activities.
A Film or Photography Permit is required for film and photography done for commercial purposes or that otherwise falls outside of normal park use in the East Bay Regional Park District.
In November 2005, the East Bay Regional Park District Board of Directors approved a policy to allow the scattering of cremated remains in the Regional Parks. The guidelines are intended to ensure that the scattering complies with all State of California Health and Safety codes.

A permit is required to use a metal detector in the Regional Parks. Use of metal detectors is limited to beach areas, lawns, and other developed park areas and is NOT allowed at Contra Loma Regional Park or in natural parkland areas, wilderness areas, or regional preserves.
John Mercurio was elected to the Board of Directors in November 2022. Previously, he served on the Park District’s Park Advisory Committee for 17 years. An avid park user, he has volunteered for over 35 years to preserve open spaces and improve trail access.
Director Mercurio served as a Concord Planning Commissioner for 11 years and as a Concord Parks, Recreation and Open Space Commissioner for 12 years. Appointed by Governor Gray Davis, he served on the California Recreational Trails Committee for 12 years.
Director Mercurio has a BA in Social Science, a California Teaching Credential and an MPA. He is married, with two children. He proudly supports Save Mount Diablo and is a member of the Regional Parks Foundation.
Dennis Waespi was elected to the Board of Directors in November 2014. He worked at the East Bay Regional Park District in a variety of positions for 38 years, beginning in 1974. Director Waespi served on the Castro Valley Sanitary District Board of Directors from 1999 to 2011 and on the Hayward Area Recreation and Park District Board of Directors from 2008 to 2014. He also served on the Board of Directors of the Alameda County Waste Management Authority, the Alameda County Source Reduction and Recycling Board, and the Alameda County Parks, Recreation, and Historical Commission.
