Retirement Reimbursements and Billing

P&A Group is the Park District’s third-party administrator, responsible for managing retiree reimbursements.

No. The Park District does not pass on fees to retirees for the services provided by P&A Group.

All reimbursements are issued monthly on the 1st of every month. If the first of the month lands on a holiday or weekend, the reimbursement will be issued the Friday before.

No. All retirees are required to set up new direct deposit accounts with P&A Group. Your first retiree reimbursement will be issued as a manual paper check and mailed to the address on file.

You must create an account at the P&A website www.padmin.com, using your first and last name, date of birth, and vendor ID. If you do not yet have a vendor ID, then you will need to sign up for an online account using your social security number. Once you set up your online account your Vendor ID will appear on payment invoices and checks and you will be able to access all of your transactions.

The maximum amount of a retiree reimbursements is based on an employee’s date of hire, job classification, years of service, and age of retirement. Please review the Retiree Matrix (PDF). The actual amount of a retiree reimbursement is based on the actual cost of the retiree’s medical premium, not to exceed the amount in the Retiree Matrix.

Your retiree reimbursement is dependent on the date you were hired and which bargaining unit you belonged to. If hired prior to 01/01/2012, the retiree and their spouse could qualify for an annual reimbursement, or enrollment in the AARP plan sponsored by the Park District. This benefit is not available to the Police Association members if they retired after 04/01/2002. All reimbursements, with exception to the Annual AARP reimbursement, will be issued monthly each calendar year. Annual AARP reimbursements are issued on January 15th of each year.

If enrolled in CalPERS Medical, the "MEC" is deducted from your reimbursement. “MEC” means the Minimum Employer Contribution required to be made by the Employer directly to CalPERS for an Eligible Retiree’s coverage under CalPERS Health.

Yes, the MEC (Minimum Employer Contribution) increases annually as noted in the EBRPD CalPERS Health Contract. For example, the MEC for 2022 was $74.50 ($149 for Safety positions) and increased in 2023 to $83.05 ($151 for Safety positions).

Yes, once a year by the designated deadline each December.

To qualify for a reimbursement, all retirees must provide documentation of enrollment in a medical insurance plan and the cost of the premium for the year reimbursement is requested. Acceptable documentation may include notices from the Plan Provider confirming enrollment for the year. If the notice does not address the specific amount and year that you have paid for coverage, then we may require a bank statement showing the amount deducted from your account for coverage or cancelled checks.

Retirees will be required to submit a claim against the Park District, sign a certification attesting that no other agencies have reimbursed them for the same benefit, and provide the required documentation for review to the Park District’s Legal Department. P&A Group will mail all invoices at the end of the month prior, for premium payments due the following month. For example, dental Invoices for March will be mailed by P&A Group on February 28. If the retiree benefit is set-up after the 15th of each month, the premium notification will be sent the following month with a retroactive amount.

No. Retiree Life Insurance invoices will be mailed in October for the insurance for the next year’s annual cost.

Unfortunately, no. All retirees will be invoiced monthly for dental. If preferred, retirees can set up auto-payments or pay in advance.

Yes. These functions are administered by two different divisions at P&A Group requiring two separate set-ups. Retiree invoicing is administered by the COBRA Billing Division at P&A Group. Payments for invoices, need to be set up separately from Direct Deposit accounts for reimbursement even if they are the same account.

Payment is due by the date reflected on the invoice. However, you will be granted a limited grace period to submit payment to P&A Group. If payment is not received during this time, benefits will be canceled retroactively to the last date payment was received by P&A Group.
